Changes have occurred in the way the Coast Guard is perceived, as private enterprise has come into existence and now works in conjunction with the Coast Guard. At about the same time, the Coast Guard began taking those rescued to the closest mooring, rather than their home port. When zero tolerance and the drug interdiction program came in, and crew members started carrying weapons, their image changed. Part of what they do and have always done is to educate the public about boating safety.
